In a political campaign, candidates attempt to mobilize voters by using contributions from individuals, corporations, and political parties. It is an accepted fact of democracy that campaigns should attempt to outdo one another in both the amount they collect in contributions and what they spend on campaigns. Previous research has explored the incumbent advantage in campaign finance, but many interesting factors remain. For instance, is fund-raising aided by factors such as the closeness of an election or a candidate’s tenure in the Legislative Yuan? In this study, we explain campaign contributions using data from prediction markets and television news reports to account for variations in campaign spending. Our results suggest that incumbent advantage does indeed affect contributions and that DPP candidates outperformed other candidates in campaign finance. We also find that previous electoral margins and television news coverage contribute significantly to campaign donations, and that election betting has an impact on spending. These findings suggest that a political party’s general campaign can influence the election race of an individual candidate, and that contributors tend to bet on likely winners, deepening the influence of the electoral system on competing political parties.

How did Han Kuo-yu shoot from political obscurity to become the mayor of Kaohsiung and then the KMT presidential candidate? This paper argues that Han’s rise was grounded in his populist appeal. Han told voters that things should have been better for ordinary people except that establishment politicians had consistently failed to represent their interests. This paper examines Han’s populist rhetoric with an in-depth look at Han’s statements in the 2017 KMT party chair election and 2018 Kaohsiung mayoral campaign. It then looks at public opinion data from the 2018 Kaohsiung mayoral election to see whether voters absorbed that rhetoric. There are, in fact, clear echoes of Han’s populist rhetoric in the survey data. Acceptance of Han’s rhetoric was associated with a vote for Han, even among voters who were not traditional KMT constituents. That is, Han’s populist rhetoric played a central role in expanding his appeal and enabling him to secure an unlikely victory in Kaohsiung.

This explorative study employs a large-scale analysis of individual turnout data from the 2016 and 2020 presidential and legislative elections, alongside the 2018 local elections and referenda in Taiwan, to advance our understanding of Indigenous voting behaviour in three ways. Firstly, we challenge the conventional wisdom that Indigenous voters exhibit lower turnout rates compared to the non-Indigenous electorate. Secondly, we further compare turnout differences among Highland and Lowland voters. Lastly, we analyse turnout variations across different types of ballots: national and local elections and referendum
bills. Contrary to prevailing international and domestic norms, we provide strong empirical evidence that Indigenous voters are diverse and dynamic in their voting behaviours, and this diversity extends not only in comparison to the Han voters but also within the Indigenous population, interacting with the different types of elections.

This study attempts to unravel mnemonic manipulation in electioneering. The results of the 2018 nine-in-one election in Taiwan can be explained by the “Han tide” and its spillover effects, and so this study aims to decipher the emergence of the Han tide using a memory-studies approach. While admitting that other social factors played a role in the formation of the Han tide, this study suggests that four elements were found in Han’s electioneering: (re)defining the present as negative and (re)directing attention to the future, switching the commemorative focus from politics to economics, encouraging people to forget the political past and embrace the economic future, and employing an awakening narrative to evoke change. Moreover, four additional aspects were observed in the Han tide: canceling the challenges of counter-narratives by redirecting people’s attention, solving the issue of lacking a shared past with Kaohsiung City, downplaying and/or editing “out” the negative aspects of “our side,” and degrading the mnemonic framing and nostalgic capital of the Democratic Progressive Party. Although scholars of memory studies have shed light on politics in memory, this study argues that memory in politics should also be emphasized by investigating more empirical cases.

During the last 50 years. as election polls in the U. S. and in most other countries have proliferated. there has been an ongoing controversy over their electoral effects. Their perceived influence on election outcomes has been sufficient to lead to calls for legislation restricting the publishing of opinion polls during a campaign, restrictions that already exist in countries as diverse as Germany. Japan, France, South Korea. and Brazil (McAllister and Studlar 1991; Mutz. 1992) . These restrictions suggest that pre-election polls have some effects on election outcomes, or at least that some people suspect some effects and think the results could. more or less, hurt the fairness of an election. Counter arguments conclude that perception of public opinion has little impact on vote preference (Asher 1992, Marsh. 1983; Merkle 1991 ) . Many believe that traditional factors such as affect. candidates, issue. party. etc ., are the factors that determine vote preference rather than the perceptions of public preference ( Niemi and Weishberg, 1993 ) . Despite these arguments. evidence from surveys and experimental studies remains inconclusive. One of the earliest discussions of polls' effect on voting. by Lazarsfeld. Berelson. and Gaudet (1948) , found many voters attempting to sense the direction of public opinion and the outcome in order to vote "with the winner. " Follow-up work (Berelson. Lazarsfeld, and McPhee. 1954) revealed that a bandwagon effect (perception guiding preference) and a projection explanation (preference guiding perception) carried about equal weight in presidential election voting. Some laboratory studies of artificial elections coupled with bogus poll results produced an "underdog" effect of people shifting to the minority rather than majority view (Ceci. 1982, Fletias, 1971 ) . Evidence from the 1988 NES Super Tuesday Study showed that some voters vote for their second (or even lower) choice rather than their most preferred candidate in order to stop another candidate they like even less (Abramson et. ai, 1992 ) .

The conventional approach of measuring party identification is applicable to political systems in which (1) the electoral competition is mainly between two major parties, (2) both parties are established and entrenched, (3) the electoral system is stable. To gauge party identification in a multi-party setting or in an early stage of election and party development, a modified and novel scheme is required. This article takes the vote choice as the starting point to gauge the sentiment of support among the Hong Kong electorate towards the political parties. An elector's vote choice is cross-checked by a number of other factors in order to ascertain the strength of the support. Through such a multiple step scheme, the approximate proportion of political party supporters among the Hong Kong electorate in the first two legislative elections held respectively in 1991 and 1995 can be estimated. Thus, the scheme can be a feasible one to substitute political party identification for the sake of gauging and measuring the relationship between voters and paties in the early stage of electoral development in a particular territory.

This research attempts to tackle two of the principle questions prominent in the literature on candidate selection; namely how to classify candidate selection methods and how to explain change in candidate selection methods adopted. In other words, this is a detailed analysis of how and why Taiwanese candidate selection procedures have been adjusted since the late 1980s. A seven-point scale has been adopted to measure the degree of democratisation in candidate selection, in which 1 equals the most open democratic nomination system, while 7 equals a nomination method dictated by the party leader. The pendulum of Taiwan's inner party democracy has swung sharply in both directions since 1989. Although the KMT and DPP have both reached their most democratic procedures for selecting legislative candidates, there have been instances of a return to authoritarian nomination methods in all major parties, and strong resistance from party leaders to delegating greater nominating power to ordinary party members or supporters.
It is argued that there have been two critical forces governing the direction of change; the internal variable of factional balance of power, and the external variable of election results. Party factions and leaders have not promoted more inclusive nomination methods out of ideological motivations. Instead nomination methods have been democratized or centralized when the dominant leader or faction has viewed such changes as promoting their own interests and power. In addition, parties have altered nominations me thods either in response to poor election results or with a view to improving future election prospects.

This paper examines partisan politics in the redistricting process in Taiwan in 2005-2007 to explain why neither major party was able to obtain its best plan in every city or county. Theoretically, the degree of partisanship depends on the extent to which guidelines constrain decision makers, the partisan composition of decision making bodies, and the sequence of action. In this specific case, there were four stages. Redistricting plans went through local election commissions, the Central Election Commission, the legislature, and negotiations between the speaker and the premier. At each stage, the effects of the guidelines, composition, and sequence are considered in detail. In addition, three counties are examined, illustrating the three common patterns: consensus, dominance by the local election commission, and partisan conflict. From a public policy standpoint, the framework presented in this paper provides a way to assess how various reform proposals would alter the incentive and constraints facing various actors. Politically, the framework suggests how future redistricting may differ from the 2005-2007 round, especially if Taiwan has unified government.

Although public opinion in Taiwan is increasingly in favor of gay rights, there is no corresponding trend at the elite level and no concrete policy changes have been achieved. Based on the logic of electoral competition and political socialization, this paper takes the 2014 elections for municipal councilors in Taiwan as an example and examines the factors influencing support for LGBT equality among local politicians. Theoretically, although the centrifugal effect of the SNTV system motivates candidates of the same party to differ from each other on a variety of issues, political socialization, on the contrary, encourages a more unified issue stance taken among party members. The results of multilevel models suggest that there is little linkage between the characteristics of constituents, the electoral rule, and candidates’ stances on gay rights. However, both partisanship and age play an indispensable role. Candidates who are members of the DPP or one of the liberal parties are more likely to support LGBT rights than their KMT counterparts.

Political machines are built to distribute spoils, buy support, and influence election outcome. Existing research argues that political machines target poor and illiterate voters because their votes are cheap to acquire with non-programmatic benefits. Using the case of Hong Kong, we critically examine the extent to which the ruling coalition utilizes non-programmatic benefits in elections where votes are generally too expensive to purchase. Using interviews with local councilors and data from the 2015 Hong Kong Election Study, we find that: (1) pro-Beijing parties tend to specialize in the provision of highly individualized services; (2) demand for these services tends to come from non-poor citizens; and (3) unable to monitor individual votes, pro-Beijing parties use services and benefits to influence the turnout of the recipients, rather than their vote choice. These findings suggest that the growing electoral strength of pro-Beijing parties in Hong Kong reflects their responsiveness to constituent demands.

This study takes advantage of Taiwan public opinion data to examine citizens’ views on whether their country should ally with the United States or China. It tests two hypotheses on how citizens arrive at their choice of an ally: ambivalence toward both the US and China, and an evaluation of which of the two countries is the more powerful. The results reveal that the proportion of the Taiwanese public that would pick China as an ally (41.7%) is almost the same as the proportion that would opt for the US (44.5%). Pan- Blue supporters and those favoring unification with China have a higher probability of choosing China, while Taiwan independence supporters and those identifying as Taiwanese only are less likely to choose China as an ally for Taiwan. Logistic regression analyses show that more ambivalent citizens are more likely to choose China, and that judgement of which country is most powerful is a conditional predictor of choice of ally.
