Abstract

This research attempts to discover the theories and methods of developing "Survey Knowledge Management Systems (SKMS)" based on the "adaptive localization" perspective. Developing information systems is not only problems of tech- nology, but also comparative concerns of social and cultural factors, which was referred as " adaptive localization" perspective. The SKMS defined by the research consists of 5 parts: Project Management System. Telephone Sampling Decision Support System. Measurement and Questionnaires Designing Support System. Online Telephone Interviewing Management System. Data analysis and Decision Support System.
